Originally published in Britain as 'The Berlin Memorandum,' this book introduces Quiller, an agent for a British spy agency that is so secretive that it has no official existence. Quiller spent World War II infiltrating Nazi camps to arrange escapes, and in this post WW II story, he exposes a neo-Nazi conspiracy group in Berlin.
