Predicting a political struggle in Cuba when the ailing Fidel Castro dies, the US desperately tries to clear out a top secret (not even the CIA knows of it's existence) chemical weapons storage facility hidden in a naval base on Guant'namo Bay. When the freighter spiriting the weapons away is hijacked, Rear Admiral Jake Grafton is brought in to investigate. Meanwhile, as the chief of Cuba's secret police, Alejo Vargas, maneuvers in to place to take over the country using 30-year-old Soviet missiles, CIA operatives in Havana begin to hear rumors that Vargas has access to biological warheads.
